Why are Prognosis Start and Stop message sent to Tivoli but there is no corresponding threshold for it?

There is a parameter in IRTECINI file which can specify whether sending start/stop messages is turned on or off.

Be default, it is turned on. 

PrognosisStartMsg :

Specifies whether sending of Prognosis Start and Stop messages is turned on or off. When PrognosisStartMsg =YES, Start and Stop messages will be sent to the event server. Valid values are YES and NO; the default value is YES.

You can also modify the format of the message by updating in BAROC file (PrognosisBase.baroc)
