WVLOG Error: "Unable to open MEASURE file - 3255 $DSMSCM PRG910 DCOLMA16"

Description:
After Prognosis on Nonstop was incorrectly shutdown and restarted I get the following wvlog errors:

2012-02-10 16:00:24 00006011 STDC 04,1108 TAL 00000 9.1.0
Unable to open MEASURE file - 3255 $DSMSCM PRG910 DCOLMA16

2012-02-10 16:04:50 00006035 STCPUR 00,1037 TAL 00000 9.1.0
Unable to use MEASURE file - $DSMSCM PRG910 CPUCOL16

Solution:
You will find that the two files mentioned (In this case DCOLMA16 and CPUCOL16) have other active processes locking them open. To find the process you would run the following TACL command:

'FUP LISTOPENS DCOLMA16' and again for CPUCOL16

You then have two options:
1. Stop the process which has the measure files open
2. If you do not wish to stop the process, renaming the actual problem file is another alternative solution (I.e. the DCOLMA16 and CPUCOL16 files)
