maybe then SNMP doesn't work at all. Can you make sure that SNMP requests are answered?
You could use a wireshark on the Prognosis server for port 161 UDP to your CUCM servers.
Also can you make sure the performance rate is set to 80?
From the CUCM Administration Console.
Step 1 Open the Cisco Unified CM Administration home page.
(Go to the Navigation box in the top right corner and select the 'Cisco Unified CM Administration' option then click the Go button)
Step 2 From the menu panel select:
System > Enterprise Parameters
The 'Enterprise Parameters Configuration' page will open.
Step 3 Scroll down to the CCM Web Services Parameters section.
Step 4 Change the 'Allowed Performance Queries per Minute' parameter to 80.
Step 5 Click the Save button then restart the Cisco Tomcat service on all nodes for the change to take effect. Do this for every CUCM server in the Cluster by logging into the CLI (Command Line Interface), typically using a SSH session, and run the command:
