Pb with B24EPS just after Installation of prognosis collector V10.3

I installed the prognosis collector V10.3 on a UNIX 6.1.0.0 machine
After the end of the installation with a successful message:

End install at Mon Aug 3 19:12:16 CEST 2015.

See the files README and INSTALL in the
/app/su/prognosis
directory for more information about administering PROGNOSIS.

You should now log out and log back in to pick up the changes
made to the user environment of user 'casuapad'.
If the PROGNOSIS_HOME environment variable is not set correctly
when you re-login, please update the login files manually.

installauto.sh finished successfully at Mon Aug 3 19:12:16 CEST 2015.

I tried to start the process B24EPS without success.
For this we used the ircmd command
and I have a message like this :

Error starting Configuration \QAWAAP01\B24EPS
PARAMS: Type of instance and name of instance.
CAUSE: Timeout on completion of start operation. This was
possibly due to a network or process failure.
ACTION: Retry action.

Great, a successful install of 10.3, I'm guessing a few things, but unlike Prognosis 9, a new default install of Prognosis 10 has a lot more collectors disabled. So, check that first - in PROGNOSIS configuration, if you find this, "SET RUN ( B24EPS, N)" then change N to Y and click Start. Then a 'ps -ef | grep irtxncol' to see that it stays running and tail the prognosis/server/configuration/wvlog.txt to see if any remaining errors to address with it.
Then, try start that B24EPS configuration again.
If still no luck, make sure to get assistance from your Support provider and provide them an irfax with your findings from trying this.

Thank you for your help, I already cheked this parameters.
and when I asked to IR TS , the prob was in the license of Base24 that I had not.
