Any extra upgrade precautions that should help achieve a successful upgrade to Prognosis 11.8?

We are seeing some instances where some RabbitMQ processes will continue to run during the upgrade process, despite having stopped the RabbitMQ service. This can prevent the Installer from updating these RabbitMQ components during the upgrade and cause the upgrade to fail.
Please note that this issue only affects Prognosis upgrade from 11.x to 11.8 on Windows where it has the RabbitMQ component which is used for Alert CI mapping, Alert Suppression, Alerting via AMQP, Configuration Item Mapping, CRA Media Integrity, or Skype for Business monitoring.
To avoid this issue, you need to follow these steps before commencing the 11.8 upgrade:

I am attempting a full uninstall on a server (Uninstalled Prognosis 11.8 Patch 2).
The Uninstall process seems to work but leave the RabbitMQ Directory behind.
(D:\Prognosis\RabbitMQ\erl9.3\erts-9.3\bin\erlsvr.exe)
Something has this file open but I cannot find it in task manager.
There are no processes running (as you mention) as seen through TASKMANAGER

If you can't delete the file or folder manually and some other process is preventing you from removing that file, the only way I've found that will help identify what's holding the file is a Sysinternals tool called ProcExp.
If you aren't interested in tracking down what's preventing the file from being removed and you just want to delete the file/folder, just reboot the server usually forces any open file handles closed.
