IRCMD.exe error: Application was unable to start correctly

Description:  If when trying to use Window's ircmd.exe, and when doing so received the error: application was unable to start correctly. (IRCMD) is a command utility that's an interface that allows a number of functions to be controlled from a command line on the local server. This offers an alternative to using theWindows Clientor theWeb Application.

Analysis/Troubleshooting:

Things to check for:

• Check Windows Diag for the server in Online Help and then on the box iteself.  Make sure your're at recommended specs or above per the online help.  This can cause ircmd.exe to not work properly
• Check the Prognosis folders to make sure those had the correct permissions only if you're getting this error (Making sure the everyone group is added). If it's not enabled, then enable and add the everyone group
• Check the wvlog.txt (\Prognosis\Server\Config) and if you see this error: "the application was unable to start correctly (0xc0000018)", then chances are it'll need the following solution below.

Solution:

• Restarting the server due to Windows Updates causes the issue.  A simple reboot of the server will fix the issue. The issue most likely started from a Windows Automatic Update and as mentioned above, was resolved by restarting the whole Windows Server Box.
