Testing HA on 11.6 in my lab and trying to setup the config between two managers. Based on the documentation I'm reading there doesn't appear to be a way to do this via the Web unless I have a manager of managers to config them from. Is this true? Also, I have performed the setup manually and it shows "Waiting for synchronization status" on the web page but I see no activity on the sync port of 1970 using Wireshark. The HA tasks are running on the Prognosis config for both servers and the Windows Firewall is disabled. Do I need to update the secondary server's HA config as well? I copied the setup from the Primary with no luck. The Secondary server states the following via the web:
Warning! The Prognosis node is currently not active. Please add any systems on the active node
Any guidance would be appreciated.

Your understanding is correct that a manager node is needed to setup HA on a given pair. We use this manager node for all HA paring.
The "waiting for Sync status" is to wait for HA state from the HA pair, and this should take a minute or so.
If Manual Configuration is attempted, these steps must be performed on both servers in the HA Pair
