I am unable to see any data populating in the "Transcoder Device Utilization" Tab in Reports. This is the issue facing by many of my customers from few months. Can some one explain how this data retriving will work and also please help me how to get this resolved.

I run the below command and observed 0 values for "TranscoderResourceActive' and 'TranscoderResourceAvailable" . If this is the issue from call manager side. Please help me how to trouble shoot further.

Your screenshot indicates that they're all zero values coming from the Cisco call manager. The way Prognosis works is that it queries the call manager with a putty like command line session with this perfmon query:
show perf query class "Cisco CallManager"
And obtains the 'TranscoderResourceActive' and 'TranscoderResourceAvailable' counter values for this report.
If you do the same in a putty it would look like this screenshot:
