Hi Jonathan,
this seems to be a standard licensing issue in which the web interface access has been shutdown do to license over utilization. If you take a look at the WVLOG.txt file located in the \Prognosis\Server\Configuration directory you likely will see messages indicating that you have exceeded your license counts. If so, your account manager can certainly address this right away.
