I need to decommission a user account and add a new on in Cloud SaaS portal. How do I do this?

This is done by your organization or your Service Provider. You will need at least the Administrative role to manage users.
In the Admin Center, click the gear icon to open the menu. At the bottom you will see users. Find the user you need to disable or remove. The far right of the user will have a Action drop down menu. Choose which action it is that you would like to do.
